The one rule
Below 1200 it is morning and the hour is the same — except the 00 hour, which is spoken as 12: 0030 is 12:30 AM, not 0:30. From 1200 the hour is afternoon, and past 1259 you subtract 12 to speak it. There is no AM or PM, and there is no colon — four digits, always.
1445 → 14 is past 12, so 14 − 12 = 2, and it is PM: 2:45 PM.
Midnight and noon
These are the two that get swapped, because a 12-hour clock writes both as 12:

Some organisations write midnight as 2400 to mean the end of a day rather than the start of one. Both notations point at the same instant; this converter uses 0000, which is what ISO-8601 specifies.
Saying it out loud
Military time is read as pairs of digits, not as a number:
- 0930 — "zero nine thirty"
- 1445 — "fourteen forty-five"
- 1800 — "eighteen hundred"
- 2359 — "twenty-three fifty-nine"
An hour on the hour takes "hundred", which is why 1800 is never "eighteen o'clock".

Anywhere a misread hour is expensive: military and aviation operations, hospital charts and medication times, transport timetables, and most of the world outside the United States, where the 24-hour clock is simply how time is written.
